The system-wide Pulseaudio equalizer developed by psyke83 now has its own Ubuntu Launchpad PPA, for easy installation and updates.
To add the PPA, paste this in a terminal (Karmic and Lucid only!):

Please note that this equalizer uses the LADSPA sound processing functionality of PulseAudio. For an implementation which does not rely on LADSPA processing, see THIS.

Update: the PPA in this post does not have packages for Ubuntu 10.10 and manually installing the .deb from this PPA in Ubuntu 10.10 will not work due to a bug. But I've uploaded a fixed package for Ubuntu 10.10 Maverick Meerkat to the WebUpd8 PPA. See: Download Pulseaudio System-Wide Equalizer Fixed .deb For Ubuntu 10.10 Maverick Meerkat
