The GIMP Plugin Registry package in the WebUpd8 PPA was updated to version 3.2, in sync with Debian unstable and Ubuntu Maverick Meerkat. This is a bug-fix only release.
GIMP Plugin Registry is a package with a lot of useful extensions for GIMP Image Editor.
